Right to left: Eltaher – Former U.S. Consul General in Tunisia Hooker Doolittle – Sadoq Moqaddem, President of the Tunisian National Assembly - President Habib Bourguiba.

In the background one could notice Mrs. Zahia El-Haddad, President of the National Union of Tunisian Women - Minister Mohamed Ben Amara – Siddiq Al-Muntasser, former ambassador of the United Kingdom of Libya in Washington, Rome, Bonn, and former Governor of Tripoli – Libyan nationalist Sheikh Mahmoud El-Kreikchi (barely visible behind Eltaher) - Toufic Torjman, Mrs. Bourguiba’s son-in-law – The others unidentified.

In 1945 Bourguiba’s unique vision and personality had already been noticed by Hooker Doolittle, then US Consul General in Tunisia. Doolittle noted these characteristics before Eltaher met Bourguiba. Doolittle was also instrumental in ensuring that his government was well-informed about the important leadership role played by Bourguiba within the Tunisian nationalist movement, as well as Tunisia's struggle for independence from French colonialism.
