Balkheir was a Saudi from Hadramout (Now part of Yemen), who had spent some time as a student at the American University of Beirut. He was among the entourage of King Abdelaziz Bin Saud, probably as an interpreter, when the latter met in 1945 with President Franklin D. Roosevelt aboard the USS Quincy on the Suez Canal during WW II - Portrait taken in Beirut on April 6, 1971
